Parks commission approves swapping Munson multisurface court for two-stall prefab restrooms

The Parks and Recreation Commission voted to change a previously funded multisurface-court project at Munson Park to a prefabricated restroom facility. The commission approved the change after staff described a two-stall, single-occupancy men’s and women’s restroom building that the department says can be delivered quickly from a vendor on BuyBoard.
Staff told commissioners the prefab building’s base price is about $146,000, which covers the building, engineered stamped plans, underground plumbing kit, freight and crane installation, a split-face CMU exterior, standing-seam metal roof, enclosed ceiling, an 8-inch stained and sealed concrete slab, fixtures, LED lighting and code- and ADA-compliant features. Staff said that price does not include bringing utilities to the site or optional extras such as a water station.
Department staff said they believe the building and the utility connections can be completed within the existing budget allocation for the multisurface court, so they will not request additional funding from the City Council. Because the original appropriation was for a multisurface court, staff said the change requires City Council approval; they said they intend to return to council with the request if the commission’s action stands.
Commissioners made the motion to move forward with the change and the motion passed with no recorded opposition. The commission did not identify a mover or seconder on the record.
The staff presentation said the vendor would manufacture the unit in about a week and that Public Works is locating utilities for a more central park placement. Staff emphasized that utilities at Munson are not preexisting, unlike at other parks such as Waterloo, and that bringing utilities will add cost but can be covered by the existing allocation, according to staff remarks.
The commission’s approval establishes the recommendation to proceed and send the funding-change request to the City Council for final approval.
