Ronnie Bates presented the change order and said the project—originally executed under a lease‑purchase with Motorola in October 2023—includes subscriber units, infrastructure, repeaters on water towers and handheld radios. Bates told the council the change order lists items discovered during implementation; the city plans to address them in priority order and pursue further budget requests for lower‑priority items as needed. He said Change Order No. 1 will be funded from interest earned in Fund 22.
Kyle, Motorola account representative, and Wes Short of Shipments Communication attended to respond to technical questions. A council member noted the new system includes a core the city has not had previously; a city representative said the core presents an opportunity to lease capacity to other entities (county, nearby cities, universities) for recurring revenue once the network is online.
Mayor Pro Tem Adams moved to approve Change Order No. 1; Councilman Thomas seconded. The council voted in favor and the motion carried.
City staff said they will continue implementation in prioritized phases and may return with additional budget requests for remaining items on the change order list.
