The Denison Planning Commission voted to recommend that the City Council rezone property commonly known as 323 E. Chestnut from the Light Industrial and Multifamily districts to the SF-5 (single-family) zoning district to allow construction of a single-family dwelling.
City planning staff told the commission the property is currently three platted lots that the applicant seeks to replat into a single legal lot before constructing a house. Staff said the request aligns with the city’s future land use plan, which designates the area for neighborhood-style development, and recommended approval.
Commissioners and staff discussed why older parcels in the corridor retain light industrial zoning, saying the rail yard historically shaped zoning patterns. A nearby property owner, identified in the record as Mr. Earnhardt, raised concerns about screening, setbacks and how the change might affect adjacent nonresidential parcels; planning staff said screening along the alley and other development standards would be enforced at site plan and permitting stages and that those issues do not prevent the rezoning recommendation.
Staff also noted the lots were originally platted around the turn of the 20th century at roughly 25 feet wide and that permit review will address site-specific features mentioned in the survey, including a storm cellar that may need resolution at permitting.
Commissioner action: a motion to recommend approval passed; Chairman Shearer abstained and was not present for the discussion. The Planning Commission’s recommendation will be forwarded to the City Council for final action (the staff announcement referenced the council meeting date as May 5).
