The Denison Planning and Zoning Commission voted to recommend rezoning a 0.573‑acre tract commonly known as 701 East Bullock Street from Single Family 7.5 (SF‑7.5) to Single Family 5 (SF‑5) to permit subdivision into three single‑family lots. The applicant, Richard Rollins, told the commission he plans to renovate the existing house and that the proposed subdivision would add two additional lots to the parcel.
Staff told the commission the parcel is at the northeast corner of South Seventh Avenue and East Bullock Street and that the surrounding area already contains SF‑5 development; the proposed lots as shown on the zoning exhibit would meet SF‑5 minimums (50 feet width, 100 feet depth, 5,000 square feet). The rezoning request was presented as consistent with the future land use plan and staff recommended approval.
Applicant Richard Rollins said he had pulled permits to renovate the existing home and described the proposal as intended to “benefit myself and the city tax base.” A staff summary noted two letters of support and one letter opposed; the opposing comment raised concerns about safety and loss of parking on South Seventh Street and worried a new privacy fence could affect neighboring use of yard parking.
A commissioner moved to recommend approval; the motion carried on a voice vote with no recorded opposition. The replat itself was not before the commission for final approval at this meeting; staff and the applicant noted that final platting and development must comply with SF‑5 lot standards and with applicable setback and development rules.
Next steps: the commission’s recommendation will go to City Council for final action; if council approves the rezoning the applicant may proceed with replat and building permits in accord with SF‑5 standards.
