At its April 15 meeting the Dalhart City Council approved a consent to a leasehold deed involving Trust 1 Pioneer Drive LLC to allow a lender’s security interest on improvements at the city airport.
City staff said the request stems from a planned hangar expansion related to a Starlink operation; Ag Texas Farm Credit Services would hold a security interest in improvements so the lender can take possession of financed improvements if the borrower defaults. Staff explained the city cannot sell airport land and that the consent allows private lenders a path to secure loans on leasehold improvements without changing the city’s lease terms.
The city attorney reviewed the consent document and advised council there were no substantive issues. A councilmember moved the item and the motion carried on a voice vote; council recorded no oppositions in the transcript. Staff said the consent does not alter the city’s lease or operations and applies only to improvements funded by the lender.
Council approved the consent to leasehold deed; staff indicated the matter had been delayed from an earlier month and was brought back for action on April 15.
