Planning staff recommends 10-year special-use permit for contractor yard with screening requirement

City planning staff presented a request for a special-use permit to allow a contractor’s yard and vehicle storage on several industrial parcels (addresses: 402 Cedar St.; 1409 N. Independence St.; 1408 N. Lexington St.; and 1201 N. Independence St.). The properties are zoned M-2 (general industrial), and the requested uses require a special-use permit with screening requirements.
Staff recommended approval with two conditions: the applicant must install a solid screen fence at least 6 feet high to provide total or partial screening from neighboring properties and adjacent streets, and the special-use permit will be limited to a 10-year term, at which point a new permit will be required. Planning & Zoning voted 5–0 on Jan. 16 to recommend approval to the Board of Aldermen.
Staff noted the comprehensive plan designates the western area of the site as community mixed use and the eastern area as employment/light industrial; because contractor yards are not preferred long-term in mixed-use areas, staff recommended the time-limited permit so the uses can be re-evaluated in 10 years.
No members of the public spoke during the hearing. The board scheduled council bill 05 for reading at the Feb. 3 meeting; no final board action was taken tonight.
