Public hearing held on proposed code change to allow 24/7 drive-through sales at dispensaries

The Board of Aldermen opened and closed a public hearing on a proposed amendment to the municipal code to change hours-of-operation language for marijuana uses, specifically to allow continuous (24/7) selling and distribution via drive-through windows at dispensaries.
City staff explained the draft language mirrors Grandview’s municipal code language for drive-through marijuana operations and was discussed at the board’s earlier work session. Planning and Zoning voted 5–0 on Jan. 16 to recommend approval, and staff recommended approval to the board.
City attorney Alex told the board delivery of recreational and medicinal marijuana is allowed under the Missouri constitutional amendment and that municipal code language would not override state-level authorization for delivery. City staff offered to arrange a site visit to a Grandview dispensary for board members who wanted to observe operations.
Several aldermen asked clarifying questions about whether delivery and distributor drop-off hours were included in the draft language; staff agreed to clarify the draft and return with final ordinance text for the Feb. 3 reading. No public speakers registered opposition or support during tonight’s hearing.
