The Planning and Zoning Commission of the City of Pacific voted to untable a proposed text amendment (P&Z 2025-4) and forwarded revised language to the Board of Aldermen that would require the primary renter of a short-term rental facility to be at least 21 years old, with an exception allowing minors to stay if accompanied by a parent or legal guardian.
The amendment concerns Section 1, subsection 400.237.2.b of chapter 400, article 3 (supplemental regulations). The commission’s readout of the proposal noted the existing paragraph that ties maximum guest counts to applicable building and occupancy codes; the new language would add an age/booking requirement tied to the primary renter and verification at booking.
Commission discussion focused on whether the rule should bar all guests under 21 or only require the primary renter to be 21. Several commissioners and staff said the commission’s intent was to limit who may book (the primary renter) and to allow family groups when a parent or guardian accompanies minors. One drafting suggestion adopted by the commission read: “A short-term rental facility shall only be rented to individuals aged 21 years or older. The age of the primary renter shall be verified at the time of booking by the owner or owner's agent. Exceptions may apply for minors accompanied by a parent or legal guardian.” Tiffany (city staff) said she adapted that language and that the city attorney reviewed it for form.
The commission first voted to untable the item (motion by Commissioner Weimer, second by Commissioner Kelling) and then moved to forward the revised language to the Board of Aldermen with a positive recommendation. The motion to forward carried with all commissioners present voting in favor.
The commission instructed staff to prepare the text in final form and transmit it to the Board of Aldermen. Commissioners also asked staff and the city attorney to confirm state- and local-legal compatibility before final adoption by the Board of Aldermen.
