The Board of Aldermen of Pacific voted unanimously May 6 to ask the Planning and Zoning Commission to review the city's cargo-container ("conex") ordinance and to suspend fines for properties currently using covered containers until July 18, 2025.
The action followed public comment by Quan James, who identified himself as representing US Silvia and said covering several on-site conex containers had required the company to pay for contractor training and new vendor setup and would cost about $18,000. "This ordinance is going to hurt us," James told the board, adding the company expected to finish covering the containers within a week.
The mayor moved that the board ask Planning and Zoning to review the cargo-container ordinance and to consider amendments to allow professionally concealed containers; Alderman Kelly proposed adding a 30-day grace period on fines, which was incorporated. Attorney Jones noted the provision is part of the zoning ordinance and therefore must go to Planning and Zoning before returning to the board.
Board discussion noted an earlier notice period (the clerk referenced a June 18 deadline) and members asked staff to invite US Silvia to the Planning and Zoning meeting to explain the company's approach. The motion passed without opposition.
The board's vote does not change the ordinance; it sends a referral to Planning and Zoning for possible amendments and temporarily prevents fines from being assessed on covered containers until July 18, 2025.
