Council consents to assignment of small natural-gas franchise as CenterPoint sells to Delta Utilities

The Covington City Council voted Feb. 4 to consent to assignment of franchise rights from Reliant Energy Intex/CenterPoint Energy Resources to Delta Utilities following the utility's change of ownership.
Councilman Botsford said the change reflects ordinary corporate transfer after Delta Utilities bought CenterPoint. He described the franchise as small, covering a limited service area on Claiborne Hill that generates about $5,000 a year in franchise fees. Botsford told the council the franchise is scheduled to expire in the summer of 2025 and the city plans to work with legal staff (referred to as "the Drake people" in the transcript) to renegotiate a new ordinance this summer.
Councilors recorded no public comment on the resolution and voted by roll call to consent to the assignment. Councilors also noted no objection to the assignment, subject to future renegotiation before the franchise expiration.
