Council adopts MWPP audit and resolution; sewer audit score improves to 92

The Crowley Utilities Committee presented and the council adopted the annual Municipal Water Pollution Prevention (MWPP) audit and accompanying resolution required by the Louisiana Department of Environmental Quality, the committee reported March 10.
City staff explained the MWPP audit forms and a point summary used by DEQ. City Engineer Tim Mader said the city's 2024 MWPP audit total was 92 points; he noted that "lower is better" on the DEQ scoring matrix and that the city improved from 111 points in the prior year. The audit lists planned actions such as smoke testing and repairs to public and private connections.
Mader recommended adoption of the MWPP resolution and filing the audit with DEQ so the city can demonstrate actions taken and future commitments. The Utilities Committee moved the resolution and the council carried the motion. Staff said the score reduction reflected work by sewer crews and system improvements but that some points are automatic because of the system's age.
The committee and staff said the MWPP resolution and audit will be kept on file for DEQ review and will guide future inspection and repair priorities. The committee also noted the city's 80-mile sewer system contains aging components such as clay pipe that make long-term maintenance challenging; staff outlined planned smoke testing and targeted repairs in the audit documents.
