The City of Bruce City Council on Jan. 14 approved Resolution 824-25 declaring the renovations to the Bruce Ark Police Department at 5801 Highway 90 East substantially complete.
The action, moved and approved during the council's resolutions section, allows the city to record the project as substantially complete while a small punch list remains. Architect Brian Boudreaux told the council, "It is substantially complete. They are occupying the building." The council voted unanimously to approve the resolution.
Why it matters: Substantial completion typically shifts responsibility for operations to the owner while limited contractor work and warranty items remain. City officials said occupancy has begun, allowing police operations to move to the new facility.
In discussion, Boudreaux and city staff listed the remaining items the contractor must finish. Boudreaux said a piece of bulletproof glazing was scheduled for installation on the coming Thursday and that a solar film for the front entrance window was delayed until mid-February. City staff also noted signage delivery was expected the following week and that some exterior site work — described as placing rock at one entrance — had been completed. Council members and staff discussed completing the punch list soon so the building could be fully finalized.
The police chief, speaking during the discussion, thanked the council and staff and described officers' reactions upon moving in: "Their eyes were widened and they're walking around aimlessly and they're trying to figure out their way around the building." The chief said the department is fully operational in the new space and suggested the city schedule public events after remaining items are finished.
Mayor and staff indicated plans for a public ribbon-cutting and walkthrough for residents, tentatively in March when weather improves.
Votes and formal action: The resolution was introduced as "Resolution number 824-25, a resolution approving the substantial completion of the renovations of the Bruce Ark Police Department building at 5801 Highway 90 East." The council approved the resolution by recorded roll-call, with each district and the at-large member voting in favor. No votes against or abstentions were recorded in the meeting record.
Background and next steps: The architect said the project has been reviewed as part of the city's capital projects packet sent to state officials. Staff indicated remaining punch-list work and deliveries will be completed in the coming weeks; the city will finalize signage and exterior finish work once those items are installed.
