Council members said the finance committee and city staff negotiated terms that allow the city to evaluate Fulcrum's performance quarterly. The contract will be authorized for a 12‑month period in the budget amendment but will be extended in three‑month increments based on quarterly finance‑committee reviews.
Council discussion noted the results of an initial three‑month pilot: "we paid them $15,000 over 3 months and they produce $47,000 in sponsorship," a councilmember said during debate. City leaders said that pilot return on investment supported moving forward with a controlled extension approach rather than a full 12‑month commitment without interim reviews.
Tina, the city clerk, reported that there were no public comments on the item. After recorded roll call votes (see action record below), the resolution was approved. Councilmember Gerald was to receive an amended contract from Fulcrum reflecting the three‑month extension approach for final review.
