The Opelousas City Council on Feb. 11 adopted the minutes of its Jan. 14 meeting and approved an amended agenda, then voted on several personnel and contract items including a contract change order for the city's sewer rehabilitation project and promotions within the police department.
The council voted to approve change order No. 4 for the Sewer Collection System Rehabilitation Phase 1 project (DEQ contract CS221198-01, NGA project SC-251-1), increasing the contract by $16,224.32. The motion to approve the change order was moved and carried by the council.
Council members also approved police-department personnel actions presented by Chief Greg LeBlanc. The council voted to promote Captain Frank Boudreaux to the classification of Probational Major (promotion effective date recorded in the meeting materials) and to promote Lieutenant Michael Lacone to provisional captain (effective Feb. 2, 2025). The council also approved hiring Lydia Johnson as a provisional communications officer (effective March 2, 2025). The promotions and hire were moved and seconded and passed by roll call votes recorded during the meeting.
Why it matters: the change order amends contract work on a state-funded sewer rehabilitation project; the personnel actions change leadership and staffing in the Opelousas Police Department, which the chief said will affect patrol and training operations.
In addition to the above formal actions, the council took routine steps to adopt the agenda (with one item removed at the requester's request) and to approve meeting minutes. Those administrative approvals passed by voice and roll call votes earlier in the meeting.
Votes at a glance: - Approval of minutes (Jan. 14, 2025): motion moved and adopted by roll call; council recorded unanimous "yes" votes in roll call as read at the dais. - Adoption of amended agenda: motion moved, seconded and adopted by roll call (6 of 6 present voted yes as recorded at the dais). - Change order No. 4, Sewer Collection System Rehabilitation Phase 1 (DEQ CS221198-01 / NGA SC-251-1), increase $16,224.32: motion moved and carried (motion text and contract identifiers read into record). - Promotion: Captain Frank Boudreaux to Probational Major: motion moved, seconded and approved by roll call (recorded names in roll call appear in transcript). - Promotion: Lieutenant Michael Lacone to provisional captain (effective 02/02/2025): motion moved, seconded and approved by roll call. - Hire: Lydia Johnson as provisional communications officer (effective 03/02/2025): motion moved, seconded and approved by roll call.
