Culpeper County audit receives clean opinion; board accepts FY2024 financial report

The Culpeper County Board of Supervisors voted Feb. 4 to accept the county's annual comprehensive financial report for the fiscal year ended June 30, 2024, after a presentation from the county's external auditors.

David Foley, partner with Robinson, Farmer, Cox & Associates, told the board the auditors issued an unmodified opinion — the cleanest audit opinion — on the county's financial statements and that the county's internal controls and federal grant compliance produced no significant deficiencies or material weaknesses. "We have issued an unmodified opinion on the county's financial statements," Foley said. He added the federal single‑audit and internal control reports were "clean as well."

Foley described three audit components: the financial statement audit, a review of internal controls under Government Auditing Standards, and the federal compliance (single) audit for major federal programs subject to Uniform Guidance. He said auditors found few proposed adjustments and no uncorrected misstatements and that management cooperated fully during fieldwork.

Supervisor Underwood praised county staff and outgoing staff member John C. Eggertson, whose retirement the board recognized under the consent agenda. After brief comments from Foley and county staff, the board voted to accept the audit report.
