Des Moines council approves a string of rezonings, contracts and code updates; planning denial for new liquor store on E. 14th

At its May 5 meeting the Des Moines City Council approved multiple rezoning and PUD amendments, awarded infrastructure contracts, and adopted municipal code amendments; it denied a requested liquor-store use on Southeast 14th Street following a planning commission recommendation to deny.
The Des Moines City Council on May 5 approved a broad slate of planning, infrastructure, and code items, including rezonings, planned-unit-development amendments, contract awards for street and traffic-systems work, and amendments to municipal code chapters that change definitions and review procedures.
Land-use approvals passed largely on consent. Final readings were approved for rezoning and plan amendments to allow reuse of existing buildings for a church on Easton Boulevard and a duplex at 6120 Indianola Avenue. The council also approved an Urban Dreams project to develop row homes at Seventh Street and an amendment to the United Properties Echo Valley planned-unit development to allow new residential and commercial uses. Several PUD amendments for the Echo Valley/Echo Valley Drive area and the South Dell PUD were also approved.
Not all proposals sailed through: the council voted to deny the proposed liquor store use at 5000 Southeast 14th Street after the planning and zoning commission recommended denial and neighborhood input opposed an additional off-premises alcohol outlet in that corridor. "This isn't, we've got enough liquor stores on East Fourteenth, and we're gonna go ahead and deny this one," a council member said; the council voted 7–0 to deny the request.
Infrastructure and contract awards included a resolution approving bids for Fluor Drive rehabilitation and naming Inroads LLC as the lowest responsive, responsible bidder for $711,777.50, and authorizing an intelligent transportation systems upgrade (phase 5) contract to Van Maanen Electric Inc. for $1,339,611.98.
The council also approved a nonexclusive license agreement with QuikTrip Corporation for snow-melt, deicing, and irrigation improvements in University and Sixth avenues for $550. City staff presented and the council approved amendments to Chapter 134 of the municipal code covering group living descriptions, signage, industrial use categories and outdoor storage language; Chapter 135 establishing an industrial accessory building type and site-plan review changes; Chapter 26 updates for storm shelters and adoption of state building trade codes; and Chapter 62 sign and billboard permit changes.
Where waivers of final readings were requested (for some items that require six votes), the council granted them where appropriate. Most vote tallies on the routine consent items were unanimous (7–0) unless otherwise noted.
The meeting record shows the council moved many routine planning and development items by roll-call vote as a single consent package and handled a number of other items individually; the city manager withdrew two agenda items prior to the meeting.
