Council amends FY2025 operating and CIP budget; administrators outline key line items

Davenport — The Davenport City Council approved a resolution May 14 amending the FY2025 operating and capital improvement budget. City administration presented line‑item explanations and answered council questions before the roll call vote.
City Administrator Max Heimer outlined several items and clarifications for council members, including the effect of AmeriCorps grant changes on parks staffing, and the professional services budget for outside legal counsel. ‘‘The 535,000 wasn't a member for the current year grant, which included grant funds and the city's match,’’ Heimer said when describing grant-related items. Heimer also said the legal department’s professional services budget is $630,550.
Heimer addressed other questions in detail: a projected $80,000 for operation and maintenance at the Fairmont Community Center for FY2025; rebate arrangements under a local option sales tax agreement with Heart of America Group (an agreement approved in December 2011) that directs a portion of sales tax proceeds for rebate; and an amendment of approximately $465,000 for 2024 flood-related expenses including purchase of Hesco barriers.
Council members also asked about an $8,000 increase to Richmond Park for additional seeding and about a $1,065,000 package using ARPA funds related to the Junior Theatre relocation (including $870,000 for the Kimberly Center design/construction/furnishings, $200,000 for Annie Whitmire utility relocation, $65,000 for a used box truck, and $30,000 for moving costs). Heimer said staff are still assessing the impact of lost AmeriCorps funding on seasonal programming and working through potential options to retain service members.
After discussion the council approved the amendment by roll call; the clerk announced nine yes votes. The resolution updates the FY2025 budget to reflect the explained items and directs administration to continue monitoring grant impacts and program needs.
