Judith Lee of the Second Ward asked for clarifications on several line items, including the city’s treatment of AmeriCorps funding, a reported $535,000 general-fund amount, outside legal-counsel costs (Lee said April 2025 spending was at least $155,000), an $80,000 amendment for Fairmount Community Center and the total projected costs for that center, a $191,000 Heart of America development item tied to local sales tax, a line shown as “2024 flood” totaling about $19,089,000, an $86,000 Metro Coalition accounting line and an $8,000 local-sales-tax increase for Veterans Memorial Park. Lee also asked why a previously reported Junior Theatre relocation cost (initially about $800,000) had grown by $166,000 in the amendment, bringing the relocation total higher than the earlier figure.
“Where are all the current and projected costs for outside legal counsel for this fiscal year?” Lee asked. “What funds are they being paid out of? I would expect that there would have to be some amendments considering that more lawsuits have been filed.”
In response, Alderman Newton asked staff to supply answers and council members agreed to leave the budget amendment on the discussion agenda so staff could provide the detailed breakdowns requested. Alderman Burkholder later formally moved to place items 1, 3 and 4 on consent and to keep item 2 (the budget amendment) on discussion; the motion passed.
Why this matters: the questions involve large line items and grant or ARPA-funded projects; council members said staff should provide the requested breakdowns before the council acts on the amendment.
