Davenport City staff briefed the Referral Improvement Commission on funding arrangements and billing for the city's summer "Big 9" concert series, saying most invoicing will occur after the July 1 fiscal-year start and that the partner organization Common Core will book acts and invoice the city.
During the commission's financial report, staff member Denise said the line item of most concern was the project expense identified as 520297 and that the item "is still helping enough to get us through our projects through July to launch the concert series." Denise said the invoices for many concert costs "will be mostly invoiced after July 1." She also said Common Core has grant funding and will handle contracting for bands.
Staff described a split in responsibilities and costs: Common Core will book and contract bands and use some grant funds, while the city will cover marketing and support items such as portable toilets. Commission staff also said the city pays Common Core a small administrative fee for work it performs.
Commissioners asked about whether there had been a request for qualifications or a formal agreement; staff responded that there was no RFQ and that the arrangement had been coordinated with Common Core. One commissioner asked for a breakdown of the city's expected expenses; staff said they could provide that in a follow-up and noted a separate cash-receipts report is available but was not pulled for the meeting.
Staff additionally noted salary expenses reflected the final payout to a departing employee, Stephanie, whose last day was March 14. That payout affected the salary line for the fiscal year that begins July 1.
The commission did not take a formal vote on the concert arrangements at the meeting; staff said they would provide further budget breakdowns on request.
