County transportation staff told the Northlake Town Council on Feb. 13 that a series of major roadway projects affecting Northlake are progressing in design but remain sensitive to utility relocation schedules and state funding cycles.
The briefing centered on FM 407, where staff said the project schematic was approved in October 2024 and right-of-way revisions pushed environmental clearance into mid-2025. The county is funding the FM 407 breakout with regional toll revenue; staff gave an estimated project cost of about $25,600,000 and said the ready-to-let target is September 2025. Staff warned that utilities in conflict must clear by June for the project to reach the September–October letting cycle.
County staff said the Argyle segment is “fully funded” at roughly $135 million with various category allocations (including county and federal funding) and a target let in August 2025, though TxDOT’s final slotting will depend on utilities meeting schedules. For a 35W frontage-roads project, staff said about $213 million of an estimated $446 million is on hand and additional Category 12 discretionary funding could be sought to complete the scope.
The presenter said the timelines reflect both TxDOT scheduling practices — bid packets are submitted in June and opened roughly four months later — and the ability of contractors to mobilize after award (typically 60 days). He estimated construction durations of 18 to 24 months for larger reconstructions, noting contractors include traffic-barrier rental durations in bids as a schedule indicator.
Staff described a strategy of issuing a limited "breakout" contract to add turn lanes and a signal at Robeson Ranch to accommodate near-term development before performing a full interchange reconstruction later. The county plans additional bond issuance in March to continue design contracts.
Council members and staff discussed the broader funding environment. Presenters said TxDOT’s consultant and right-of-way budgets have been reduced in the current biennium, placing pressure on local projects. Judge Eads and North Central Texas Council of Governments staff had recently met with legislative transportation committee members in Austin seeking relief; staff urged contacting state legislators because the Legislature and the Texas Transportation Commission influence discretionary allocations.
