Warrenton approves Tobacco and Vape site plan 4-3 after lease issue resolved

The Warrenton Board of Aldermen approved a site plan 4-3 on Jan. 21 to permit Warrenton Tobacco and Vape to occupy a 2,665-square-foot building at 1001 North State Highway 47, north of I‑70.
The vote followed discussion about a lease and sublease arrangement that Planning and Zoning had found insufficient at its Jan. 2 meeting. Planning and Development Director Tim Burks told the board the Planning and Zoning Commission had voted 7‑0 (with three members absent) to deny the application because the applicant had not demonstrated sufficient interest in the property under the city code. Burks said an updated lease was provided to city staff and the property owner prior to the Jan. 21 meeting.
Bart Corman, representing Wilson‑Beatty surveyors and engineers, told the board the updated documentation and site changes satisfied the site plan requirements and that the building — previously used as a convenience store/gas station — would operate as a convenience retail store without gasoline and without liquor sales. He said landscaping and parking requirements meet the city’s code.
During roll call on the ordinance (Bill 04‑25), four aldermen voted yes and three voted no. The roll call recorded Alderman Cropp voting yes, Alderman Quarter no, Alderman Cullum yes, Alderman Romaker no, Alderman Lang no and Alderman Schultz yes. Because the mayor was absent, Alderman Crump, serving in the mayor’s stead, exercised the authority to break the tie and voted yes, producing a 4‑3 passage.
The Planning Department record on file with the city shows the site is in a C‑2 General Commercial District and the proposed occupant will operate in the existing building without fuel sales; the site plan application states the tract is 0.41 acres. The application was returned to the Board of Aldermen after the Planning and Zoning denial once the lease issue was updated.
The board did not adopt additional conditions in its motion. The ordinance text approving the site plan and the updated lease were entered into the record at the meeting.
