Warrenton board approves health-insurance renewal, sewer-project change orders and several administrative items

The Warrenton Board of Aldermen approved several administrative and financial items at its April 15 meeting, including a municipal employee health-insurance renewal, two construction change orders on a sewer interceptor project, liquor licensing and acceptance of subdivision sewer lines.
Insurance: City Administrator Brandy Walters reported UnitedHealthcare (UHC) returned an initial renewal at 18 percent. After negotiations and a one-time credit offer, the final UHC renewal presented to the board was 10.7 percent. Walters recommended remaining with UHC rather than switching to Cigna, saying a change would have disrupted employees’ provider networks. The board approved the city administrator’s recommendation; the city will continue to pay 100 percent of employee-only premiums. Walters said the employee payroll impacts for other tiers would be approximately: employee + spouse about $21.83 per paycheck, employee + children about $17.28 per paycheck, and family coverage about $33.65 per paycheck.
Sewer project change orders: The board approved PACE Construction Change Order No. 1 for the Warrenton Southwest Sewer Interceptor project in the amount of $30,082 (motion passed 6-0). The board also approved PACE Construction Change Order No. 2 for unsuitable soils and related work in the amount of $161,157; that change order passed with a recorded tally of 5 yes and 1 abstention (Alderman White abstained, citing insufficient familiarity).
Other votes and items: The board approved a liquor-by-the-drink license for El Magway (El Magway/El Magway? listed as “El Magway El Magway” in meeting notes) at 512 Warren County Center (motion passed 6-0); accepted sanitary sewer lines for Westwood Farms Plat 1 (Bill 17-25, passed 6-0); approved surplus/sale of items (including seven map cabinets and playground tiles) and a list of records to be destroyed under Secretary of State retention guidelines (each passed by roll call, 6-0). The board-certified election results, administered oaths of office to newly elected officials and elected Jack Crump as board president by unanimous vote.
The board also approved two construction-related change orders and several routine administrative items (committees, appointments and event dates). For the Southwest Sewer Interceptor project, staff reported PACE personnel worked directly with property owners during construction; aldermen praised the contractor for communication.
