Planning commission approves amended Dobbs Tire site plan after parking reduction and MoDOT access changes

The Warrenton City Planning and Zoning Commission voted unanimously to approve an amended site plan (SP 181) for Dobbs Tire and Auto Center that removes 30 parking spaces previously shown on the west side of the property and eliminates a proposed shared southern entrance to the adjacent Dollar General because of safety concerns identified by the Missouri Department of Transportation (MoDOT).
Planning staff Burks told the commission the amended plan revises the previously approved plan (SP 178, approved Dec. 17, 2024) and that the changes require commission review because they exceed a 10% reduction in parking. Brandon Harp, civil engineer with CEDC representing Dobbs, said construction costs and steep topography drove the change: “The site work costs came in extremely high… It’s down a hill… the north retaining wall was completely removed,” he said, describing efforts to reduce land disturbance and tree removal by pulling the layout inward.
Burks noted the applicant has preliminary MoDOT approval for the remaining entrance on Highway 47 and that the removed Dollar General connection was deleted because MoDOT raised a conflict‑point concern: vehicles turning into Dollar General from southbound Highway 47 could conflict with vehicles moving between the two sites where the horizontal distance is short.
Harp said the permit application was completed by the awarded contractor JE Foster and that the team plans to start construction in May after Board of Aldermen approval. The commission approved the amendment by roll call, 7‑0; Burks said the amended plan will be presented to the Board of Aldermen on May 20.
The amended plan reduces the previously shown 79 parking spaces to 49 on the west side and removes the southern cross‑access drive; engineers said the change reduces retaining‑wall requirements, limits tree removal and decreases overall site disturbance.
