Resident urges council to answer public comments, cites transparency and accountability concerns

At the March 4, 2025 Hannibal City Council meeting, a resident used the public comment period to press for transparency and to seek clarification on a procedural change discussed at a prior meeting that the resident said would allow council members not to answer citizens during public comments.

The resident opened by praising Hannibal’s history and tourism, then emphasized that “transparency and accountability” are the two things community members most expect from city leaders. The speaker asked whether a rule proposed at the prior meeting would allow council members to choose not to answer questions raised during public comments. Councilman Munger responded, “Not necessarily at that time. No,” and explained that sometimes council members are not fully informed on an issue and it would be unwise to discuss it immediately.

The resident said they bring facts and evidence and asked that, if council chooses not to answer in the moment, members at least listen without rebuttal. The resident also asked that, when they are accused of saying something untrue, council identify the inaccuracy so the resident can present evidence. The council exchange made clear that the council intends to balance immediate responsiveness with the caution of discussing issues when staff or members lack full information.

No formal action was taken on the procedural question during the meeting; council members said staff would review and that responses may be given later if further investigation is required.
