VFW, property owner and regional official brief council on building repairs, development and CDBG completion

At the Hannibal City Council meeting on April 1, 2025, members of the public asked the city to help with building repairs and safety measures, and a regional official presented a federal block-grant completion certificate.

Randy Park, who identified himself as owner of Mid America Pick n Pack at 401 South Maple, North Ward, told the council he had intended to get a matter on the agenda earlier and asked staff to “make sure that her counsel gets with James.” He said he wanted to “reaffirm commitment that I had from the city several years ago” to move a building project forward, and apologized for previously missing the agenda timeline.

Scott Seddon, commander of the VFW post in Hannibal, asked the city to help address two safety issues at the post: downspouts that discharge onto the sidewalk, creating an ice sheet he said can reach “about 4 or 5 inches thick,” and the installation of a permanent flagpole that would require removing and later replacing a section of sidewalk. “We would like the city to cut the sidewalk to run them to the street because we get an ice sheet about 4 or 5 inches thick,” Seddon said. He told the council the post has invested substantially in its building — including a roughly $40,000 roof last year — and said the post would be “happy to” restore sidewalk after work.

Lacey Miller, identified as the Western District commissioner for the Mark Twain Regional Council of Governments, presented the council with a certificate of completion tied to a Community Development Block Grant for the Union Street emergency facility. “Those CDBG grants are not easy. So congratulations and, on receiving the grant as well as on your completion of the project,” Miller said.

Council members did not take formal action on the VFW or property-owner requests during the public-comment period; the items were referred to staff for follow-up. The council approved a separate request from a community organization to use a pavilion and for related street closures contingent on proof of insurance, and staff later presented several contract and resolution items on the consent/regular agenda.

Why it matters: requests from frontline community organizations and property owners can lead to small public-safety repairs, civic improvements and economic activity downtown. A CDBG completion signals federal funding has been used to finish a local emergency facility project.

The public-comment speakers asked staff to follow up and supply additional details to the council; no deadlines for follow-up were given during the meeting.
