Board permits minor auto repair use with conditions for east-side site

The Cedar Rapids Board of Adjustment approved a conditional-use permit to allow a minor auto-repair facility on a lot just east of Sixth Street, north of 20 Eighth Avenue, subject to conditions intended to limit impacts on adjacent residential areas.
Staff said the site is a little over half an acre with an existing 2,870-square-foot building; the applicant plans to add a detached repair facility to the east to comply with state licensing requirements for dealers. Staff reported that letters were sent to properties within 300 feet and that no objections had been received.
Dave Haughey, Development Services, said the request is allowed as a conditional use in the traditional mixed-use center district and that the operation would be limited to minor mechanical repairs, installation or maintenance of mechanical components, excluding bodywork or painting. Haughey said the detached garage will be reviewed for zoning standards including screening.
Staff recommended approval with conditions intended to contain operations indoors, require dumpsters and materials to be stored indoors or in approved enclosures, and allow the city to bring the use back for review if noise complaints occur.
An applicant who identified herself as Alexis, living at 5035 Johnson Avenue, told the board she planned to purchase the property and operate a business that would “repair car or something like that.” The board moved to approve conditional use 180 two-twenty 25 subject to the stated conditions; the motion carried unanimously.
Follow-up: the applicant was directed to coordinate with Building Services for permitting and to meet conditions on storage and potential future review if complaints arise.
