The Town of De Witt Planning Board approved multiple site‑plan modifications at its April 24 meeting, including a revised lighting plan for a bank parcel and an updated site plan showing a clubhouse, parking and access work.
An applicant representing a bank presented an updated lighting plan that incorporated additional plantings between street trees as a living buffer and new optics intended to reduce and better direct light toward the property, satisfying a condition of an earlier site‑plan approval. The board moved to approve the lighting plan dated 04/17/2025 as a modification to the site‑plan approval of 12/19/2024.
Separately the board approved a revised site plan, last revised 04/22/2025, that covers the clubhouse area, parking lot and access drive. The board reported it had reviewed the Onondaga County planning‑board referral dated 04/09/2025 and the applicant’s Environmental Assessment Form (EAF) submitted 03/11/2025; the board issued a negative SEQR declaration finding no significant adverse environmental impact and made approval subject to standard plan‑signing and document conditions.
Key conditions recorded: The bank’s lighting plan was approved as the submission required by the earlier site‑plan condition, with the latest optics and added plantings noted on the plan. For the clubhouse site plan the board required final plan sheets to be signed by the planning‑board chair, and it said any material or scope changes would trigger further plan review pursuant to town code.
What the board did not change: Except as specifically modified in the meeting motions, all prior conditions from the December 19, 2024 approvals remain in effect. The approvals were recorded as modifications to earlier site approvals rather than entirely new site‑plan grants.
Board members asked clarifying questions about lighting optics, location and screening of mechanical units and the visibility of proposed utilities from the street; applicants said mechanical equipment would not be visible from the public right of way and that shrubbery and plantings would be installed to screen service areas.
