The DeWitt Town Board voted to accept the town’s updated stormwater management annual report and heard staff outline next steps for implementation, including creating a document repository, adding GIS tools, and continuing coalition services that support education and illicit discharge programs.
Doug (staff) explained the town has revised its stormwater management plan to align with new regulations coming into effect in 2025 and reported the annual report — submitted April 1 — is a benchmarking document that tracks activities and gaps. He told the board the coalition the town works with costs “about $3,500 a year” to provide public education and outreach and other program elements the town would otherwise need to perform alone.
Board members pressed staff on long-term operation and maintenance of commercial stormwater retention systems. Staff described a planned repository for historical records and proposed annual checks of site-level Stormwater Pollution Prevention Plans (SWPPPs), with site visits and correspondence to verify maintenance. Staff recommended the town consider establishing a special stormwater district for sites with long-term maintenance obligations so a future board would have an established funding mechanism for repairs.
The board discussed enforcement tools and the report’s required enforcement-action plan. Staff said the 2025 regulatory rollout allows a five-year timeframe for implementation of some elements, and the six reporting criteria remain: public education and outreach, public involvement, illicit discharge detection and elimination, construction site runoff control, post-construction stormwater management, and pollution prevention/good housekeeping.
A motion to accept the annual report passed by voice vote. Staff will continue repository work, coordinate with planning and development stakeholders, and consider an annual inspection and correspondence program for commercial retention facilities.
