Commission awards pavement-marking contract for Hall Street and Vine roundabouts to Seahawk

The Hays City Commission on April 24 authorized the city manager to enter a contract with Seahawk Construction LLC for pavement markings in the amount of $101,420.40.
Deputy City Manager Colin Belzer said staff had re-bid pavement markings after receiving no bids earlier; the new process produced four bids, with Seahawk Construction of Eudora, Kansas the low bidder at $54,691.40 for the base pavement markings. After discussing the opportunity to add roundabout striping on Vine Street, Seahawk agreed to add that additional work bringing its total to $101,420.40.
Belzer said the markings include green lanes on Hall Street and East Thirteenth Street and new markings for Vine Street roundabouts. He said Seahawk had not worked previously in Hays but comes recommended by a KDOT representative.
Commissioner Musil moved to authorize the contract; Commissioner Cunningham seconded. The motion passed 4-0.
Belzer told commissioners that because the bids came in under earlier estimates, the city retained about $120,000 in the specialized fund for unforeseen expenditures for other 2025 street maintenance projects.
Commissioners praised staff for identifying the additional roundabout work and taking advantage of competitive bidding to extend scope without exceeding the available budget.
