Commission awards $136,483 contract to Morgan Brothers for Water Resources parking lot improvements

The Hays City Commission on April 24 authorized the city manager to sign a $136,483.72 contract with Morgan Brothers Construction of La Crosse, Kansas, to construct a new concrete parking lot and entrance between the water treatment plant and the Water Resources maintenance facility.
Jeff Crispin, Director of Water Resources, said the work covers approximately 1,693 square yards of new concrete up to 7 to 8 inches thick, including reconstruction of a stormwater conveyance ditch and replacement of the Vine Street approach. Crispin said the existing parking and access area is mostly dirt and millings, causing ruts and stormwater conveyance problems after rain and snow.
Crispin told commissioners that the project was bid once and opened March 18, resulting in Morgan Brothers as the low bidder at $136,483.72. Funding will be split equally between water capital and water reclamation capital, which is consistent with how the maintenance facility is funded. The project is budgeted to be completed before Aug. 31.
Commissioner Barrick moved to authorize the city manager to sign the contract; Commissioner Musil seconded. Commissioners voted 4-0 to award the contract.
Crispin said the city's project management office will handle inspection work in-house and noted the project had been a long-standing concern because the site becomes muddy and creates maintenance and safety issues for staff and large trucks.
The contract award authorizes work to begin after required contracting steps and scheduling with the contractor; staff will return with contract documents and a start date.
