The Village of Woodbury Zoning Board of Appeals on a February 2025 motion approved an area variance allowing Aspen Dental to install two wall signs at 4 Losee Lane, Suite 402 in Central Valley, the board said.
The variance, granted under Village Code chapter 310 (attachment 11), was approved subject to conditions that the signs not exceed the maximum size permitted by code, match the design and placement shown on the architectural site plan prepared by Anchorsign Inc. (last revised 10/03/2024), and that the applicant obtain any required planning board and architectural review board approvals and required building permits. The board also found the variance to be “the minimum variance necessary to serve and protect the character of the neighborhood,” language read into the record by Chair Craig Grady.
Why it matters: the property lies in the IB zoning district and the code limits the number and placement of wall signs; permitting these signs affects visual character and future signage precedent in the commercial node of Central Valley.
In discussion, the board noted an Orange County Planning Department response recommending local determination was received January 13. The decision text cites Village Code section 316-9 for an administrative expiration: the decision will expire if a building permit is not obtained within 180 days of the decision (the board may extend that period once by 90 days where warranted).
Vote and procedure: Beverly Silvera voted aye; Michael Wozniak abstained; Ed Hazes voted aye. The motion to approve the draft decision passed and the board directed counsel to prepare the written decision reflecting those conditions.
The board recorded that any required subsequent planning-board approvals must be obtained before signage installation. The applicant may seek an extension of the 180-day permit-obtainment window if circumstances warrant.
Next steps: counsel will draft and circulate the formal decision for issuance; building-permit issuance will control the effective timeline for installation.
