Woodbury board completes 2025 reorganization, names deputies and outside counsel and adopts procurement and investment policies

The Town Board of the Town of Woodbury completed its 2025 reorganization on Jan. 16, adopting administrative policies and approving a slate of appointments that included a deputy town supervisor, legal counsel and engineers.
The moves are part of the board’s annual reorganization. Keith Luciani, town supervisor, opened the reorganization items and the board voted to appoint Theresa Longo as deputy town supervisor, designate the Times Herald-Record as the town’s official newspaper, set travel and meal allowances as read at the meeting, and adopt investment and procurement policies for 2025.
The board adopted a rate for mileage reimbursement and a maximum daily meal allowance of $75 for employees attending conferences; the meeting record states “no alcohol reimbursement.” The board approved an investment policy that allows investing town funds in excess of current operating needs in accordance with New York State law and using New York CLASS and a set of named banks. The board also adopted procurement policies required by General Municipal Law 104-b and approved the fee schedule presented with the 2025 reorganization materials.
On personnel and consultants, the board appointed Mark Mottola to the Parks and Recreation Committee through Dec. 31, 2030; designated Roy Grady (Goshen, N.Y.) as the town’s legal counsel; designated Pinero & Deutsch as the town engineers; named Tom McDonough of Jackson Lewis as labor attorney; and designated Ira Levy as tax certiorari attorney. Committee assignments for the board were announced during the reorganization.
All motions on the reorganization agenda were moved and approved by voice vote as recorded in the meeting transcript with the board saying “Aye” on each item. Specific roll-call tallies were not read into the record during the motions covered in the reorganization section.
Ending: The reorganization items concluded before the board moved to procurement and fee schedule and then to public comment. Several administrative and consultant designations adopted at the meeting will govern town operations and procurement for 2025.
