Park County approves intergovernmental agreement for access to Jefferson County asphalt pit

The Board of County Commissioners of Park County on May 14, 2025 approved an intergovernmental agreement with Jefferson County to allow Park County use of a pit near Pine Junction for recycled asphalt material and to allow disposal of surplus asphalt. The motion carried 3-0.
County officials said the pit — described in the hearing as the GEFCO pit on the south side of U.S. Highway 285 near Pine Junction — holds roughly 38,000 tons of recycled asphalt that Jefferson County has agreed to allow Park County to use. Presenters told the board Park County would also be able to hire tandem-truck hauling from Jefferson County at a stated rate of $85 per hour. Commissioners and staff said the materials and trucking would support road-and-bridge projects on Park County’s Black Canyon side and would provide cost savings.
During the discussion, a commissioner publicly thanked Commissioner Leslie Dahlcomper for facilitating negotiations with Jefferson County. The board approved the intergovernmental agreement by a 3-0 vote.
What happened next: The intergovernmental agreement was approved by the BOCC; staff were expected to coordinate logistics for material removal and trucking under the terms discussed at the meeting.
