The municipal lease covers eight Chevrolet Tahoes for the sheriff's office, financed over five years. County staff told commissioners the quarterly payment will be $43,150, with the first payment due May 1. The total amount financed, including vehicle upfitting, is $767,262. County staff said the financing term changed from four to five years, which slightly altered interest costs. John Watts, the leasing agent, made modifications to the lease per County Attorney Christy Fitch's review, staff said.
“No questions. I move that we approve a municipal lease and option agreement between Park County government and Leasing Specialists LLC,” Commissioner Mitchell said when putting the lease before the board. After a voice vote, the motion carried 2-0.
Commissioner Mitchell added, “My other comment is our deputies need good, reliable vehicles,” noting operational need as part of the justification for the purchase.
On the county’s contract for inmate medical services, County Attorney Christy Fitch reviewed technical language and worked with staff and the vendor to clarify terms, commissioners said. Commissioner Mitchell said he had “some concerns” about one provision but that Fitch assured him the county could defend the contract; he then moved approval. The motion to approve the J.O. Medical Services contract with Southern Health Partners passed 2-0.
County staff framed the vehicle financing as a traditional lease-purchase arrangement that gives the county a residual option on the vehicles rather than the equity-style arrangement the county previously used with Enterprise Fleet Services. Staff said the county committed to eight vehicles as part of its budget process and that the supplemental finance resolution approving the lease had been prepared at a prior meeting.
There were no public comments from attendees in the meeting room; staff noted one resident was online but the board moved to close the public-comment portion. The board adjourned shortly after completing the votes.
