The Alcoholic Beverage Control Commission told attendees at a Worcester License Commission seminar that license holders must follow the state and local three-step approval process for all ownership, manager and premises changes, and must purchase alcohol only from Massachusetts-authorized wholesalers to avoid enforcement actions.
