Commission approves outdoor area for Mornings Tavern with 12 p.m.–11 p.m. daily hours and barrier requirements

The Worcester License Commission on May 15 approved an alteration of premises for Mornings Tavern, authorizing an outdoor area adjacent to the building and setting outdoor hours at 12 p.m. to 11 p.m. daily.

During the hearing the applicant described the outdoor layout as a parking-area space immediately adjacent to the building, with four tables and seating for approximately 16–20 people. The applicant said they will place barriers and signage to prevent drinking beyond the permitted area and will hire bouncers or security personnel to monitor the perimeter during events. The applicant told the commission that drainage issues are being addressed and that National Grid will install new electrical service intended to remediate a dark patch and support the outdoor area.

"We put up a barrier there so that people will... have no drinking beyond this point," the owner (applicant) said, describing physical measures and staffing to prevent patrons from moving beyond the licensed space. The commission discussed specific concerns about a pathway and neighboring property owned by Cliff Rucker and asked the applicant to block off a back opening if the city requests it. The applicant agreed to do so when required.

Sergeant Needham reported no issues from the police on the proposed conditions. The commission set the outdoor hours at 12 p.m.–11 p.m. daily and approved the alteration with those limits and the expectation that licensee staff will enforce the boundary and secure any required DPW or city approvals.

The commission's approval included standard conditions that alcohol cannot be consumed beyond the designated area, licensees must ensure patrons leave the premises at closing and that unconsumed beverages be cleared at closing time.
