Board adopts school-building aid rule and approves Learn Everywhere renewal

The State Board of Education approved a conditional-approval response for ED 3.21 and later voted to adopt the rule adding charter school eligibility to the school-building-aid statute. Separately, the board approved a Learn Everywhere renewal for UpReach Therapeutic Equestrian Center in Goffstown and approved routine meeting minutes.
Julie Shea, administrative rules coordinator for the department, presented the conditional-approval response for ED 3.21, noting the Joint Legislative Committee on Administrative Rules (JLCAR) reviewed the package in February and that the Office of Legislative Services requested definitional edits on pages 3 and 8. "If the board votes to approve the conditional approval response, then we'll send it across town and the board can go to adopt it later in the meeting," Shea said.
A board member moved to approve the conditional-approval response; the motion passed by voice vote. Later in the agenda the board moved to adopt ED 3.21 (school building aid, charter eligibility); the motion passed.
On a separate item, the board approved a Learn Everywhere renewal application for the UpReach Therapeutic Equestrian Center, an accredited program that offers equine-assisted activities and an indoor arena in Goffstown. A board member moved to approve the renewal, and the board voted in favor.
Other routine actions included approval of meeting minutes for February 20, 2025 and motion to adjourn. These items were handled without extended debate.
