Naples Council adopts three‑year SHIP local housing assistance plan and interlocal with Collier County

City Council unanimously adopted the Collier County and City of Naples Local Housing Assistance Plan (LHAP) for fiscal years 2025–2028 and approved an interlocal agreement with Collier County to have the county administer State Housing Initiatives Partnership (SHIP) funds on the city’s behalf. The two resolutions were approved as item 14D.
The LHAP sets program priorities and required state set‑asides (for home ownership, construction, special needs and income tiers) and establishes local strategies for down payment assistance, owner‑occupied rehabilitation, emergency repairs, manufactured‑home replacement, disaster assistance, new construction and rental acquisition. Lisa Carr, Collier County grant supervisor, told council the county’s SHIP allocation last year was roughly $3.03 million, with an estimated county share of about $2.88 million and the city share about $146,198; staff cautioned the FY26 allocation is an estimate until the state publishes final numbers.
Program operations: county staff said the application and award process is annual, that 10% of allocations can be used for administration, and that award recipients must meet income and program requirements (homebuyer education certificates are required for homeownership assistance). The county also told council that the LHAP and the interlocal can be amended during the three‑year period if priorities or funding change.
Actions: Council adopted the LHAP and approved the interlocal agreement authorizing Collier County to administer SHIP funds for Naples. The measures passed unanimously. County staff left contact information for residents seeking assistance and said staff will continue outreach on program availability and application procedures.
