The board also approved a road-use agreement with Triple Black Diamond Solar for a proposed solar project near Weldon. Road-and-Bridge committee members described revisions that added security provisions and the ability for the road authority to hire outside engineers or consultants to inspect improvements. The agreement also allows fines for off-route traffic related to a project.
Committee members discussed jurisdiction questions when projects lie within a mile-and-a-half of a municipality. County staff explained that, unless the land is annexed, county zoning and permits still apply; a municipality can effectively stop a proposal within that radius by refusing to consent, but annexation would transfer jurisdiction to the city.
Why it matters: county staff and committees said the step is preparatory: retaining engineering capacity and approving a road-use template positions DeWitt County to process applications promptly while adding contractual protections for roads and public infrastructure.
