Radford reallocates CDBG funds from East Main trail to Stockton Street sewer replacement; council adopts 2025 action plan

The City Council approved an amendment to the 2024 action plan for Radford’s Community Development Block Grant (CDBG) program to reallocate funds originally designated for the East Main Connector Trail to a wastewater department sewer-line replacement on Stockton Street.
Melissa (Community Development) explained that Radford is an entitlement community receiving annual HUD CDBG funds under a five-year consolidated plan (current plan began in 2022). She said the East Main Connector Trail project has been put on hold and that remaining funds previously budgeted for that project should be reallocated so the city can meet HUD timeliness requirements.
Melissa said a recently completed in-house sewer project on Seventeenth Street came in significantly under budget, freeing funds that could help support the Stockton Street replacement. She recommended reducing the East Main allocation for program year 2023 to zero and using available funds for the wastewater project. Melissa also proposed placing an additional $20,000 into the Emergency Home Repair program and allocating 15% of the yearly CDBG to public services (approximately $25,800 dispersed among five 501(c)(3) organizations), with remaining funds used for administration and infrastructure work. She noted the city is estimating next year’s action plan based on last year’s allocation ($172,251) plus an estimated $29,000 in closeout recoveries; final amounts will adjust to HUD’s formal allocation when received.
Council opened a public-comment period on the amendment; no comments were received. After questions about whether lights ordered for East Main would be affected (Melissa said remaining lights were not ordered and work north of Harrison Street will proceed), council member comments praised staff for repurposing funds to address aging infrastructure. A motion to adopt both the amendment and the program year 2025 action plan passed on a voice vote; transcript records "all in favor."
