Radford council adopts Recreation Commission fee changes including new membership tiers, 3-hour shelter blocks

Charlie Goins, presenting the Recreation Commission’s recommendations, said the commission added three-field rental pricing for tournaments, introduced two rate categories (Category 1 for local nonprofits and schools; Category 2 for businesses and individuals) and proposed hourly rates of $25 an hour for Category 1 and $40 an hour for Category 2 for field rentals. The commission recommended changing shelter reservations to 3-hour blocks: residents $20 for three hours and nonresidents $25; full-day rates would be $60 for residents and $75 for nonresidents.
The commission also proposed membership changes: eliminate the three-month membership, add a one-month option, hold the six-month price steady and reduce the 12-month price to create an incentive for annual signups. Goins said usage data for 2024 showed many short-term renewals and that the adjusted pricing should encourage longer memberships. For 6- and 12-month nonresident memberships the commission proposed monthly access to the Christiansburg Aquatic Center (one visit per month during the membership) as an added benefit; because of recent price increases at Christiansburg, staff curtailed any broader inclusion of aquatic center visits in resident rates.
Other changes include treating travel teams as gyms renters rather than paying a $4 nonresident day fee, and clarifying that renters are responsible for leaving facilities in acceptable condition; park staff will perform drive-by spot checks and rentals will include a signed facility-use agreement with cleanup responsibilities.
Council discussed operational details — including who is responsible for trash removal and whether shorter rental blocks would require staff checks between reservations — and agreed that the rental agreements will hold renters accountable for cleanup. Council member comments stressed that resident access is community-funded through taxes and that nonresidents should pay proportionally for facility use. A motion to adopt the resolution passed on a voice vote; the transcript records "all in favor" but does not list individual roll-call votes.
