The Dobbs Ferry Zoning Board of Appeals granted a variance to allow the enclosure of an original rear porch at 15 Grandview Avenue, permitting a reduced side-yard setback so the homeowner can enclose the space for additional cabinet and pantry area.
Homeowner Blake Joes told the board the house was built in 1915 and that enclosing the small rear porch would allow for a more functional kitchen without altering the home’s primary interior layout or expanding the building’s exterior footprint. The applicant said the property is on a preexisting nonconforming lot.
Zoning details discussed at the hearing: the minimum side-yard setback required by the zoning code is 10 feet; the applicant’s plan shows a proposed side-yard setback of 5.75 feet, requiring relief of approximately 4.25 feet. The applicant said exterior materials will match existing siding and trim and that the door and trim will be consistent with the period and style of the house. The Architectural and Historic Review Board (AHRB) will review and approve final materials and details.
A board member noted the project’s limited scale and the fact that the applicant is removing other nonconformities in the house’s footprint and said the change “doesn’t create a substantial adverse effect on the character of the neighborhood.” The board moved to grant the variance in accordance with the submitted plans and voted in favor by voice vote.
Outcome: Variance granted. The applicant must still obtain any required building permits and secure AHRB sign-off on materials and appearance before construction proceeds.
