The Dobbs Ferry Zoning Board of Appeals voted to grant a variance for an accessory structure at 47 Walgrove Avenue, allowing the applicant to extend and modify a preexisting nonconforming workshop while maintaining an existing side-yard setback.
Patty Stein Schneider of Gotham Design represented the property owners (identified in the record as the Cartullo and Kabayashi families) and described the project as a modest enlargement of a former garage that the homeowner uses as a workshop. Stein Schneider said the existing building sits approximately 1.9 feet from the side property line and that the proposed work will enlarge the front of the structure while moving the rear wall to increase clearance in one area. She said the enlargement is designed to preserve the driveway access and the ability to load and unload materials; the project will retain a garage-style door at the same location for that purpose.
Stein Schneider also presented photographs and a site plan and said accessory structures of similar placement are common in the neighborhood. She told the board the project includes stormwater measures, including a cultec unit, to reduce runoff as part of the work.
A board member asked whether the neighbors had been notified; Stein Schneider said she had conversations with adjacent residents and that a neighbor directly behind the property had expressed support, noting the building’s current condition was a detriment to the area. No members of the public spoke in opposition during the hearing.
Motion and vote: A board member moved to close the hearing and to approve the variance requests consistent with the submitted drawings. The board approved the motion; members in attendance voted in favor (record shows unanimous voice vote with three members present).
The applicant may proceed consistent with the approved plans and any building permit and inspection requirements.
