Marshall City Council read and approved an ordinance accepting the final plat for the MOPEP addition replat and later adopted an appropriation ordinance authorizing payment of city accounts. The council also certified the results of a recent election during the same meeting.
The council first heard a title-only reading of “An ordinance approving and accepting the final plat, MOPEP addition, a replat located at Block 5 and 6, Sergeants Addition in Marshall, Missouri, as surveyed and platted by James R. Jeffreys, Professional Land Surveyor, dated 02/02/2025.” A person identified in the meeting asked the council to permit both readings that evening to keep the schedule on track; the council agreed and then voted to approve the ordinance. The roll-call recorded affirmative votes from Green, Paprick, Guthrie, Thompson, Allen, Swisher, Brandt and Cook.
Later the council held a title-only reading and approval of “An ordinance making the appropriation for the payment of accounts out of the different city funds.” A roll-call vote approving that appropriation recorded Yes votes from Guthrie, Thompson, Allen, Swisher, Brandt, Cook, Green, Paprick and Patrick.
Earlier in the meeting the council moved to certify election results; a motion to certify was made and carried by voice vote. The transcript does not provide details of the certified contest or a vote tally beyond the motion and voice approval.
All three items were handled on the council agenda with no extended public debate recorded in the transcript. The final plat ordinance cites James R. Jeffreys as the surveyor; the appropriation ordinance was described in title only and the meeting record shows only the title and the affirmative roll-call.
