What changed: The ordinance amendment adds the term "automobile repair" to the Overlay District's conditional-use list, a category broad enough to include auto-body and collision repair. The Planning Commission reviewed the text amendment on May 6 and recommended approval by a 6–1 vote.
Standards and safeguards: Planning staff and the Planning Commission emphasized that the overlay district's heightened site and screening requirements remain in place. The Overlay requires outdoor storage to be screened and typically confines work areas to rear yards; any automobile-repair operation will still need a conditional-use permit and Planning Commission review on a case-by-case basis. Staff noted the change does not automatically permit unscreened outdoor vehicle storage.
Why it matters: Applicants said several collision- and repair-related businesses have sought locations within the South Ninth corridor. The amendment gives property owners and prospective businesses an opportunity to apply and demonstrate compliance with overlay standards rather than outright prohibiting automotive repairs in the corridor.
Commission action: The commission concurred with the Planning Commission and approved Ordinance 25‑11243 by roll-call vote. The measure passed on a unanimous 5–0 vote.
