Commission approves preliminary major plat for Jolliffe Acres after applicant withdraws land‑use change requests

The Planning and Zoning Commission on May 14 recommended approval of the preliminary major plat PLP‑002‑2025 (Jolliffe Acres), a replat of Blocks 1–2 and Lots 1–4 of Blocks 3–4 of the Greenvale Third Edition subdivision in the city’s extraterritorial zone, encompassing roughly 26.467 acres.
City Planner Natalie Burchek said the applicant’s stated purpose was to combine smaller residential lots to construct a single family residence and retain remaining land for a hobby farm. Burchek told commissioners staff received a letter of endorsement and recommended approval of the plat.
Applicant Eric Joliff (who later said he could live with leaving the property designated as rural residential rather than pursuing an agricultural future land use map amendment) was present and clarified he sought the land‑use change primarily for tax reasons; he said he intends to own the property long term and did not plan additional home construction beyond his proposed residence. The applicant withdrew the future land use map amendment and a related rezoning application during the hearing; Planning staff proceeded to consider the major plat alone.
The commission voted to recommend approval of PLP‑002‑2025, finding the preliminary plat satisfied Dickinson Municipal Code requirements and was in the interest of public health, safety and welfare. The recommendation will move to the City Commission for final action on the plat.
