The City of Dickinson Planning and Zoning Commission on May 14 recommended approval of REZ‑002‑2025, changing three lots in Cook’s Meadow Hills from low‑density residential (R‑1) to medium‑density residential (R‑2) to allow single‑family attached residences (duplexes). Commissioners attached a condition that the duplex units be sold as individual owner‑occupied units and not operated as rental properties.
City Planner Natalie Burchek explained the rezoning would make Lots 2–4 of Block 14 of Cook’s Meadow Hills Fourth Edition suitable for single‑family attached homes; an associated irregular plat would follow if the rezoning were approved. “Staff recommends approval,” Burchek said.
Applicant Kelvin Wall confirmed his plan was to build two duplexes for sale on the site. Neighbor Janet Perkle, who owns property adjacent to the south boundary, opposed the rezoning unless it preserved an R‑1 buffer between her rural residential lot and new development. Perkle said she had been told in 2012 there would be a progression of rural residential to R‑1 to R‑2 and that rezoning the three lots removed that promised buffer. She said she feared the units could become rental properties and that the character of the neighborhood would change.
Burchek told the commission that replatting would allow four homes on the submitted irregular plat and could add one additional lot on a western parcel if later rezoned. She cautioned, however, that the western property’s size and infrastructure made a rental duplex unlikely. Commissioners discussed placing conditions on approval to protect adjacent single‑family residential character. One commissioner proposed a condition explicitly limiting duplexes to sale, not rental; the commission added that condition and voted to recommend approval, finding the request consistent with the City of Dickinson Comprehensive Plan and zoning ordinance.
The Planning and Zoning Commission’s recommendation will be forwarded to the City Commission for final action. The recommendation included staff conditions and the newly added requirement that duplex units be individually owned rather than rented.
