Fargo to reconstruct A Street North; $1.52 million estimated cost, partly assessed to adjacent properties

FARGO — City of Fargo staff presented a plan to fully reconstruct A Street North between NP Avenue and First Avenue North under improvement district BR 25 gs-one, with bidding scheduled for May 20, a likely start in early summer and expected completion in fall 2025. Jason Leonard, staff member for the City of Fargo, said, “the estimated cost of construction for this project is $1,206,517 and with the fees and contingencies, we are estimating this project at $1,520,212.”
The project matters to nearby property owners because a portion of the work will be paid through special assessments. City staff said Prairie Dog Funds would cover $1,053,036 of the estimated total and special assessments would cover $467,176. Under the city’s special assessment policy, water-main work including service replacement is capped at $66.24 per front foot; sanitary-sewer work including service replacement is capped at $66.24 per front foot; paving for this DMU pavement section is estimated at $386.43 per front foot; and storm-sewer costs will be assessed 50% to property owners and 50% to Prairie Dog Funds.
City staff described the scope as full roadway reconstruction that includes replacement of the water main and water services to the curb-stop bell, sanitary sewer main and services to roughly 5 feet behind the back of curb, storm sewer repairs and inlets, lead service replacement, new concrete pavement, driveway approaches up to the sidewalk, sidewalk replacement on both sides of the street, and new street lights. Staff also said boulevards will be regraded, seeded and hydro-mulched and that a pedestrian access plan will maintain pedestrian access within the work zone at all times.
Temporary above-ground water service lines will be installed while the main is replaced, staff said. The city presented the schedule as a single phase with a 75-day duration for Phase 1.
No formal vote or decision was recorded at the informational meeting; staff presented the plan and invited questions. The next procedural step given in the presentation was the May 20 bid date, after which construction scheduling would be finalized.
