Council tables ordinance to update master-plumber testing amid concerns about current exam

The Marshall City Council tabled an ordinance that would amend sections 500.290 and 500.320 of the city code to set testing requirements for applicants seeking a master-plumber license.

City staff explained the proposed change would modernize the testing process and allow applicants to take the master-plumber exam through the International Code Council (ICC) instead of the city’s in-house test. Staff said the existing municipal exam is outdated and has been compromised, leaving no reliable local test to administer.

Councilmembers asked whether the city has authority to require the change and how many applicants have sought the exam recently. A resident, Mr. Mills, raised a procedural question about the city’s authority to adopt the change; staff said they would research the legal question. A councilmember moved to table the ordinance until staff (Elizabeth) could report back at the next meeting. The motion to table passed on a roll-call vote with unanimous yes responses from councilmembers present.

The council noted the request is time-sensitive only insofar as a candidate who comes in now cannot be tested under the compromised municipal exam; staff said if someone requests a test before the ordinance is finalized, the city currently has no reliable exam to administer.

By tabling the ordinance, the council gave staff time to confirm legal authority and provide data (including how many applicants have sought the master-plumber exam in the last six months) before proceeding to a formal reading and vote.
