Carthage council approves claims and several ordinances, tables Lunar New Year exception

The committee on insurance, audit and claims reported the claims package of $3,144,386.95, including payments to Republic (regular waste service) for $158,191.17 and Zanibin Engineering for $40,926.72. “We are moving forward the, the claims for the the city for $3,144,386.95,” Committee Chairperson Schramm said. A motion to approve the claims passed on a voice vote.
Council bill 25-07, an ordinance waiving a buyback option in a warranty deed for Lot 2, Block 3 in Myers Park Subdivision, passed after council discussion clarifying that the clause had been included in error and that the purchaser had paid full price. Council bill 25-08, an amendment to the fiscal 2024-25 operating and capital budget affecting the general fund, use tax fund and public facilities bond fund, also passed. Section 2 of the budget ordinance allocates $15,000 from the use tax fund to parks capital outlay for design plans; councilmember questions about those design plans were answered that the subject was discussed in closed session and additional details were not disclosed on the floor.
Council bill 25-09, which would amend a city code provision to add Lunar New Year as an exception to section 10-3, was tabled for further research and will return to committee. The public safety committee previously advanced changes to a council bill on collective bargaining with law enforcement personnel (council bill 25-06); that ordinance was read at the meeting but no final council vote on adoption is recorded in the public portion of the transcript.
Mayor Feagin called for a motion for the claims report and the council voted by voice; the motion was carried. Other routine motions and votes on the listed ordinances were resolved during the meeting as noted on the record.
